The Increasing Conservatism of Web Users

Users want their web sites to look alike and work with older browsers.
Instead of experimenting with sophisticated new designs, web sites would serve users better with fairly standard designs and making improvements 'behind the scenes': better writing or algorithms, more sophistication on the server side.
Also, users are now upgrading browsers slower than in the past, so new technology will not get in users' hands as fast as before.

Some results pertaining to usability:
- overall, navigation was 3rd worst problem, after privacy and censorship
- navigation tied for first among Europeans
- concern over navigation increased with age
- still a lot of people with modem connections
- most people have not changed browsers recently
